The Transportation CO2 Avoidance Credit Act

  

A Circular and Sustainable Economy Geared Towards a Greener, Safer Bicycle Infrastructure for Commuting


  

Section 1: Short Title This Act may be cited as the “Transportation CO2 Avoidance Credit Act.”

Section 2: Findings and Purpose (a) Findings:

  1. Bicycle commuting emits just 34 grams of CO2 per mile, significantly less than other modes of commuting.
  2. Verified Transportation CO2 Avoidance Credits can incentivize the funding of local bicycle infrastructure.
  3. A system known as “Avoid and Reward” can support the reduction of carbon emissions one bicycle at a time.

(b) Purpose: To establish a framework for the creation and implementation of Verified Transportation CO2 Avoidance Credits to support bicycle infrastructure and reduce carbon emissions.

Section 3: Definitions For the purposes of this Act:

  1. “Verified Transportation CO2 Avoidance Credits” means credits issued for verified reductions in CO2 emissions resulting from bicycle commuting.
  2. “Avoid and Reward” refers to the system of incentivizing bicycle commuting through the issuance of CO2 avoidance credits.
  3. “State bicycle policy officials” means state-level officials responsible for      bicycle infrastructure and policy.

Section 4: Implementation of Verified Transportation CO2 Avoidance Credits (a) Incentive System:

  1. Verified Transportation CO2 Avoidance Credits shall be implemented to support the      funding of current local bicycle infrastructure needs.
  2. These credits shall operate under the “Avoid and Reward” system.

(b) Emission Reductions:

  1. A bicycle commuter emits just 34 grams of CO2 per mile.
  2. Any other mode of commuting emits more CO2 per mile.

Section 5: Responsibilities of State Bicycle Policy Officials (a) Project Posting:

  1. State bicycle policy officials shall post approved projects that require      financial support from companies within the transportation sector.
  2. These projects shall provide Future Rights to all Transportation CO2 Avoidance Credits associated with the project until the redemption of said credits equals the original project requirements.

(b) Quarterly Reporting:

  1. Upon deployment of an approved project, a quarterly report shall represent the verified aggregate amount of carbon avoided by commuters.
  2. This report shall be in the form of a Transportation CO2 Avoidance Credit.

Section 6: Acceptance of Credits (a) Carbon Exchange:

  1. These credits shall be accepted into a carbon exchange as America’s first      Transportation Avoidance CO2 Credit economy scales.

Section 7: Verification and Approval of Projects (a) Verification:

  1. Approved projects must provide the verified amount of CO2 avoided as a result of verified bicycle commutes.

Section 8: Funding and Financial Support (a) Capital Expenditure:

  1. The total hard costs associated with the capital expenditure required shall be subscribed to from Cord.

(b) Economic Model:

  1. A model  shall be established to convert future climate economic impacts into a net present value.
  2. This model shall apply Future Transportation CO2 Avoidance Credit Rights to cover current decarbonization bicycle infrastructure requirements.

Section 9: Monetization of CO2 Avoidance (a) Monetization:

  1. The total  CO2 avoided being produced locally shall be monetized to support the funding of bicycle infrastructure projects.

This proposal outlines the framework for incentivizing bicycle commuting through the issuance of CO2 avoidance credits, supporting the development of bicycle infrastructure, and reducing carbon emissions.
